I have a mystery I can’t solve. But I’ve got a lot of clues; and more coming in every day. I think they point to where the Obama Administration might, MIGHT be sending the Gitmo detainess — but I might be wrong.
Let me walk you through them.
Something I Know: The Obama Administration is in a big damned hurry to Close the Guantanamo Bay Detainment Facility. They are bound, come hell or high water to close down the Gitmo facility no later than next January. And that’s their right — as the incoming Administration they have the right to change what they don’t like. Sure — I get that.
But they also have a responsibility to make sure they’re not just going to turn dangerous terrorists loose on the streets as well. I mean, what’s the big hurry? Close Gitmo if you must, but do it right.
(We’ll come back to that point later.)
About a month ago a I started getting tips from a source I won’t name here. (I’ve edited this heavily to protect their identity):
From what I can tell from my source there are movements moving slowly but going on to activate a “closed” naval base (was to have been completely closed 5 yrs ago). When I first heard of it last fall, a man had been walking home from his work and noticed some work going on which should not have been, everybody has been shut away from it.
I got notice that there is approximately 300 acres of land that the navy gave to PR and has now asked for it back. To date all the projected constructions and projects that were scheduled as a result of the closing of the base? (almost five years ago) keeps being dilated. There is a Hospital, for example, scheduled to open like a year ago and nothing yet. There were supposedly 300 acres that the Navy gave to the city and now there are rumors that the Navy is taking them back because they say the local government hasn’t demonstrated they can develop it. There is other 2900 acres that they are still trying to sell in its entirety, but nothing yet.
The source didn’t know the name of the naval base, but the “2900 acres” was a clue which lead me Roosevelt Roads Naval Base outside Ceiba. Roosey has been closed for about five years as the source indicated, and, strangely, has a direct flight from Guantanamo every day:
Effective 5 October 99 a GOVAIR B727 CAT B AMC mission flight operating to/from Roosevelt Roads departs from Norfolk every Tuesday. The routing is as follows:

That flight must be very convenient for anyone moving from Gitmo to Roosey. Or moving something; or someone. Even if this flight (the source is from 1999) is no longer running, it wouldn’t be hard to re-start it.
And — perhaps — use it to set up a Gitmo-style detention camp on American soil in Puerto Rico? – which would mean greater rights for the detainees; as well as the Obama Administration being able to say “We’ve closed Gitmo.” And Roosey Roads is not the only military installation in Puerto Rico you could put them. There’s an old SAC bomber base (Ramey AFB) that was closed in 1973 or ’74. It’s on the other side of a major airport as well, and has a nuclear weapons bunker with ten-foot thick concrete walls that would make an excellent prison.
But before that can happen, the Department of Energy would have to remediate the site and make sure it was safe. I found a reference to such remediation at the old Ramey AFB at the Department of Energy website, but as I went to write this article, the link had disappeared.
And, curiously, the DOE Website’s search engine has been down — for months.
So, Here’s what I know:
- The Obama Administration has committed — come hell or high water — to close Guantanamo Bay Detention Center before January 2010.
- There is some kind of Department of Energy project going on at Ramey AFB in Puerto Rico.
- There is some kind of construction going on at Roosevelt Roads Naval Base in Puerto Rico.
- There is (or was, and could be re-started easily) a direct flight daily from Guantanamo Bay to Roosevelt Roads.
- The Search Engine at the Department of Energy Website has been down an awfully damned long time — even beyond the normal incompetence level of government workers.
Here’s what I can’t prove:
- The Government may be trying to reclaim land at Roosevelt Roads.
- The Government may also be trying to reclaim land at Ramey Air Force Base.
- There may be a nuclear remediation project going on at Ramey Air Force Base; possibly to convert the weapons bunker to a new-Gitmo Detention Center.
Here’s what I suspect:
- The Obama Administration is planning — or at least actively pursuing the possibility — of Transferring at least the Detention Facility from Guantanamo Bay Cuba to Puerto Rico.
In a way, this actually makes some sense. One thing the media doesn’t mention in trying to find places for the detainees to go is that they all come from middle-eastern countries with high relative temperatures. These detainees would be screaming bloody murder at normal fall or winter temperatures of a Fort Leavenworth or Joliet — and it could be reasonably argued that such temperatures are cruelty to them. Puerto Rico (and Gitmo) have the same relative temperatures — so no cruelty argument.
But if that’s the case, why no just leave them in Cuba at Guantanamo? The obama Administration is quite good at “restating” things, and has a base that would still worship at his feet (figuratively as well as literally) if he flip-flopped on Gitmo as had even a half-assed excuse for it.
And, of course, the Puerto Rican people might no be very happy about having a neo-Gitmo in their back yard. Even with the influx of jobs and money to a newly reactivated base, Obama might have to do something else to calm the jangled nerves of and indignant Puerto Rico.
Like, say, appoint a Puerto Rican Supreme Court Justice?
But No — they’re almost desperate to close Gitmo.
- But are they only closing the Detention Facility? What if they’re also closing Guantanamo Bay Naval Base itself? What if they’re going to Return Guantanamo Bay to Cuba?
The clue that planted the seed in my brain is the phrase “Obama is Jimmy Carter’s 2nd term.” Carter’s proudest achievement was returning the Panama Canal to the Panamanian Government — and Obama has already made overtures and floated a few trial balloons about relaxing portions of the embargo on Cuba, and restoring commercial airline flights.
And if Obama is willing to violate federal law to do these things (see the second link above), perhaps he’d be willing to throw the Marines out of Cuba entirely to please the Castro brothers.
Before I posted this story I ran it by several Cubano sources. Henry “Conductor” Gomez of Babalu Blog had the best comment:
. . . It wouldn’t surprise me one bit. This administration seems hell-bent on appeasing the castro brothers and that base is one major burr under fidel’s saddle.
Next they’ll give Puerto Rico independence (another castro pet project).
And of course withdraw support from Uribe in Colombia.
Nothing would surprise me.
Nor would it surprise me. But I may be wrong. The last time I was wrong I thought the Obama Administration would be too stupid to actually sell a military asset (Hummer) to the Chinese.
At this point, nothing would surprise me, either.
